Goals of the Regional Baha’i Council of the Northeastern States for the Five Year Plan:
- Advance 13 first milestone clusters to the second milestone.
- Promote a vast increase in the number of core activities.
- Increase the number of new, sustained devotional gatherings by 999 by the Day of the Covenant, November 25, 2020.

Progress of Custers along a Continuum of Growth
Of the 47 clusters, 6 have reached the third milestone of growth:
New York City, Boston Area, Rochester Area, Long Island, Philadelphia Area, and Westchester County.
35 of the clusters are at the second milestone.
10 of the goal clusters striving to reach the second milestone of growth in this Five Year Plan have reached their goal:
North Jersey, New Haven County, Erie, Upper Valley VT/NH, Harrisburg, Poughkeepsie Area, South Jersey, Northern NY, Jamestown/Olean, and Altoona/State College.
3 goal clusters are still striving to reach the goal of advancing to the second milestone of growth:
Scranton, Northern Catskills, and Litchfield

An initial flow of human resources goes through the sequence of institute courses and advances into the field of systematic action. Core activities “are being maintained by those progressing through the sequence of institute courses and committed to the vision of individual and collective transformation they foster.” A program of growth first emerges. Initially, it involves about 5 core activities.
A steady stream of friends is going through the institute process and engaging in intensive, systematic action; the process of growth becomes self-sustaining. “All the elements necessary to accelerate the expansion and consolidation of the Faith are not only in place but also functioning with an adequate degree of effectiveness.” An intensive program of growth develops. Initially, it involves about 20 core activities.
Capacity for self-sustaining social action within a population, based on the skills of service developed through the institute process, emerges. A system for extending a “dynamic pattern of community life” that can “engage a people…in the work of their own spiritual and social transformation” is evident. Initially, it involves 100 core activities.

In our efforts to build vibrant communities and “spiritually ennoble, educate, and inspire souls to address the needs of the time,” Baha’is everywhere offer warm, welcoming spaces for collective worship.
